Pengertian Collaborative Governance
Menurut (Ansell dan Gash 2008, hal. 544), collaborative governance dipahami sebagai suatu pengaturan tata kelola di mana satu atau lebih lembaga publik secara langsung melibatkan aktor non-negara dalam proses pengambilan keputusan yang bersifat kolektif. Proses tersebut dijalankan secara formal, deliberatif, dan berorientasi pada konsensus, dengan tujuan untuk merumuskan atau mengimplementasikan kebijakan publik serta mengelola program dan aset publik.
Menurut (Emerson dan Nabatchi 2015, hal. 18) dalam bukunya Collaborative Governance Regimes mendefinisikan collaborative governance sebagai suatu proses dan struktur pengambilan keputusan serta manajemen kebijakan publik yang melibatkan orang-orang lintas batas publik, swasta, dan sipil untuk mencapai tujuan publik yang tidak dapat dicapai secara sendiri-sendiri
Menurut (Agranoff dan McGuire 2003, hal. 4) collaborative public management merupakan proses pengelolaan jaringan multi-organisasi guna memecahkan masalah yang sulit diselesaikan oleh satu organisasi saja. Perspektif ini lebih menekankan pada aspek manajerial dalam mengoordinasikan sumber daya antar organisasi dalam kerangka network governance.
(O’Leary, Gerard, dan Bingham 2006, hal. 7) mendefinisikan collaborative governance sebagai bentuk kerja sama formal antara lembaga publik dengan pemangku kepentingan non-pemerintah untuk mencapai tujuan publik. Definisi ini memperkuat pandangan bahwa kemitraan lintas aktor merupakan syarat penting dalam mengatasi kompleksitas masalah publik.
Dalam perspektif yang lebih mutakhir, (Bryson, Crosby, dan Stone 2015, hal. 647) mendefinisikan kolaborasi lintas sektor sebagai penghubungan atau berbagi informasi, sumber daya, aktivitas, dan kapabilitas antarorganisasi di dua atau lebih sektor untuk mencapai hasil bersama yang tidak mungkin dicapai secara terpisah. Definisi ini memperkuat argumen bahwa nilai tambah dari kolaborasi terletak pada kemampuan menciptakan hasil publik yang lebih baik melalui sinergi lintas sektor.
(McGuire 2006, hal. 33) menambahkan dimensi tanggung jawab kolektif dengan menyebutkan bahwa collaborative public management adalah proses fasilitasi dalam pengaturan multi-organisasi untuk memecahkan masalah yang tidak dapat diselesaikan secara unilateral. Dengan demikian, kolaborasi tidak hanya berarti koordinasi, tetapi juga mencakup pembagian peran dan tanggung jawab bersama.
