Pengertian Efektivitas
Arthur G. Gedeian dkk (1991:61): “That is, the greater the extent it which an organization’s goals are met or surpassed, the greater its effectiveness” (Semakin besar pencapaian tujuan-tujuan organisasi semakin besar efektivitas).
Efektivitas memiliki arti keberhasilan dalam mencapai tujuan yang telah ditetapkan. Jika hasil kegiatan semakin mendekati tujuan, berarti makin tinggi efektivitasnya, begitu pula sebaliknya (Agustina dan Sari, 2020:36).
Menurut Akhmad et al. (2019:55-56) efektivitas berhubungan dengan derajat keberhasilan suatu operasi pada sektor publik sehingga suatu kegiatan dikatakan efektif jika kegiatan tersebut mempunyai pengaruh besar terhadap kemampuan menyediakan pelayanan masyarakat yang merupakan sasaran yang telah ditetapkan sebelumnya.
Efektivitas merupakan unsur pokok untuk mencapai tujuan dan sasaran yang telah ditentukan di dalam setiap organisasi, kegiatan ataupun program. Disebut efektif apabila tercapai tujuan ataupun sasaran seperti yang telah ditentukan (Andri et al., 2022:115).
Istilah efektif berasal dari bahasa Inggris effective, yang secara umum dimaknai sebagai berhasil atau terlaksananya sesuatu dengan baik. Dalam konteks organisasi maupun program, efektivitas dipahami sebagai suatu kondisi yang menunjukkan tingkat keberhasilan dalam mencapai tujuan yang telah ditetapkan. Dengan kata lain, efektivitas menitikberatkan pada sejauh mana sasaran yang direncanakan dapat direalisasikan secara optimal, sehingga menjadi indikator penting dalam mengukur keberhasilan suatu kegiatan atau kebijakan (Wahyuni et al., 2019:424).

Berdasarkan beberapa pendapat ahli tersebut, dapat dikemukakan bahwa efektivitas pada dasarnya merujuk pada tingkat keberhasilan suatu organisasi, kegiatan, atau program dalam mencapai tujuan yang telah ditetapkan. Semakin besar pencapaian tujuan, maka semakin tinggi tingkat efektivitas. Dalam konteks sektor publik, efektivitas juga mencerminkan sejauh mana suatu kegiatan berpengaruh nyata terhadap kemampuan organisasi dalam memberikan pelayanan kepada masyarakat sesuai dengan sasaran yang telah direncanakan. Dengan demikian, efektivitas menjadi unsur pokok dalam menilai keberhasilan pelaksanaan program atau kebijakan, karena hanya dapat dikatakan efektif apabila tujuan dan sasaran benar-benar tercapai. Istilah ini pada akhirnya menitikberatkan pada kondisi keberhasilan atau keterlaksanaan suatu rencana secara optimal, sekaligus menjadi indikator utama dalam mengukur tingkat capaian dan keberhasilan suatu organisasi maupun kebijakan.
Indikator Efektivitas
Untuk mengukur efektivitas suatu program memang bukanlah suatu hal yang mudah, karena efektivitas dapat dipelajari dari berbagai sudut pandang yang berbeda tergantung pada siapa yang menilai dan juga menafsirkannya. Tingkatan efektivitas juga dapat diukur dengan cara membuat perbandingan yang telah ditentukan oleh hasil yang telah dicapai. Namun, apabila suatu usaha atau hasil yang telah dilakukan tidaklah tepat, maka tidak tercapainya suatu tujuan dan sasaran yang telah diharapkan dan proses tersebut dapat dikatakan tidak efektif (Azzahra, 2024:11).
Adapun ukuran pencapaian efektivitas, sebagaimana dikemukakan oleh Siagian (2008:77) dalam (Takahepis et al., 2021:3-4) meliputi beberapa indikator berikut:
- Kejelasan tujuan yang hendak dicapai. Hal ini dimaksudkan agar setiap karyawan dalam melaksanakan tugas memiliki arah yang jelas, sehingga sasaran yang ditetapkan dapat tercapai dan tujuan organisasi terwujud.
- Kejelasan strategi pencapaian tujuan. Strategi dipahami sebagai “jalan yang ditempuh” dalam melakukan berbagai upaya untuk mencapai sasaran yang ditentukan. Dengan strategi yang tepat, para pelaksana tidak akan kehilangan arah dalam pencapaian tujuan organisasi.
- Proses analisis dan perumusan kebijakan yang mantap. Kebijakan yang ditetapkan harus mampu menjembatani antara tujuan yang ingin dicapai dengan strategi yang dipilih, sehingga dapat mendukung pelaksanaan kegiatan operasional.
- Perencanaan yang matang. Perencanaan pada hakikatnya merupakan keputusan yang dibuat saat ini mengenai apa yang akan dikerjakan organisasi di masa depan.
- Penyusunan program yang tepat. Rencana yang baik masih perlu dijabarkan dalam program-program operasional yang sesuai, agar pelaksana memiliki pedoman yang jelas dalam bertindak dan bekerja.
- Tersedianya sarana dan prasarana kerja. Ketersediaan sarana dan prasarana menjadi salah satu indikator efektivitas organisasi, karena mendukung produktivitas kerja yang optimal.
- Pelaksanaan yang efektif dan efisien. Program yang baik tidak akan mencapai hasil apabila tidak dijalankan secara efektif dan efisien. Pelaksanaan yang tepat akan semakin mendekatkan organisasi pada tujuan yang telah ditetapkan.

Efektivitas merupakan ukuran keberhasilan suatu program atau organisasi dalam mencapai tujuan yang telah ditetapkan, namun pengukurannya tidaklah sederhana karena sangat bergantung pada sudut pandang dan interpretasi penilai. Pada dasarnya, efektivitas dapat dilihat dari sejauh mana hasil yang dicapai sesuai dengan sasaran yang diharapkan; apabila tujuan tidak tercapai maka suatu kegiatan dapat dikatakan tidak efektif. Untuk itu, efektivitas ditentukan oleh beberapa indikator utama, yaitu kejelasan tujuan dan strategi pencapaiannya, proses perumusan kebijakan yang mantap, perencanaan yang matang, penyusunan program yang tepat, ketersediaan sarana dan prasarana, serta pelaksanaan yang dilakukan secara efektif dan efisien. Dengan demikian, efektivitas bukan hanya menekankan pada pencapaian hasil, tetapi juga pada proses perencanaan hingga pelaksanaan yang selaras dengan tujuan organisasi, sehingga menjadi tolok ukur penting dalam menilai keberhasilan suatu program atau kebijakan.
Faktor-Faktor yang Mempengaruhi Efektivitas
Efektivitas organisasi dalam mencapai tujuan sangat dipengaruhi oleh berbagai faktor, yang dapat berbeda-beda sesuai dengan sifat, kegiatan, maupun usaha yang dijalankan organisasi. Hardjito (1997:65) menjelaskan bahwa keberhasilan organisasi dalam mencapai efektivitas dipengaruhi oleh sejumlah komponen yang saling berkaitan, yaitu:
- Struktur organisasi
- Tujuan
- Manusia
- Hukum
- Prosedur operasional yang berlaku
- Teknologi
- Lingkungan
- Kompleksitas
- Spesialisasi
- Kewenangan
- Pembagian tugas
Pendapat tersebut menekankan bahwa keberhasilan organisasi dalam mencapai efektivitas memerlukan keterpaduan seluruh komponen organisasi yang saling berkesinambungan. Komponen-komponen ini harus dirumuskan dengan jelas dan rinci, serta didukung oleh kerja keras yang efektif dari sumber daya manusia yang terlibat. Dengan demikian, efektivitas organisasi akan tercapai apabila seluruh elemen dapat berfungsi secara optimal dalam mendukung pencapaian tujuan organisasi.

Efektivitas organisasi dalam mencapai tujuan sangat ditentukan oleh keterpaduan berbagai faktor internal maupun eksternal yang saling berkaitan. Hardjito (1997) menekankan bahwa struktur organisasi, tujuan, sumber daya manusia, hukum, prosedur operasional, teknologi, lingkungan, kompleksitas, spesialisasi, kewenangan, dan pembagian tugas merupakan komponen utama yang harus dikelola secara terpadu. Kejelasan perumusan, dukungan sumber daya, serta pelaksanaan yang konsisten menjadi kunci agar setiap komponen dapat berfungsi optimal. Dengan demikian, efektivitas organisasi hanya dapat tercapai apabila seluruh elemen organisasi berjalan harmonis dan berkesinambungan dalam mendukung pencapaian tujuan yang telah ditetapkan.
Ukuran Efektivitas
Ukuran efektivitas dapat ditinjau dari berbagai sudut pandang (Krech et al., 1962) dalam Danim (2004:119–120), mengemukakan bahwa efektivitas kelompok dapat diukur melalui beberapa indikator berikut:
- Jumlah hasil, yang menggambarkan output yang dicapai oleh kelompok atau organisasi.
- Tingkat kepuasan yang diperoleh, baik oleh anggota organisasi maupun pihak terkait lainnya.
- Produk kreatif, yaitu kemampuan organisasi menghasilkan inovasi atau gagasan baru.
- Intensitas yang akan dicapai, yakni konsistensi dan kesungguhan organisasi dalam merealisasikan tujuan.
Berdasarkan indikator tersebut, efektivitas pada dasarnya dapat dilihat dari sejauh mana hasil yang dicapai sesuai dengan input yang digunakan, sehingga terjadi keseimbangan antara kualitas dan kuantitas produk. Dengan kata lain, efektivitas merupakan refleksi dari keberhasilan proses kegiatan organisasi dalam menghasilkan output yang bermanfaat dan sesuai dengan tujuan yang telah direncanakan.
Efektivitas dapat diwujudkan apabila memperlihatkan proses produksi yang mempuyai mutu atau kualitas karena dapat berpengaruh pada hasil yang akan dicapai secara keseluruhan (Sanjaya, 2020:24).
Menurut pendapat Crech et al., ukuran efektivitas program sebagai berikut:
“The proper measure of effectiveness is productivity, effectiveness is measured by how much satisfaction is engendered, effevtivieness is determined by creative outcomes, effectiveness is properly measured by such less tangible consequences as the intensity of emotional experience the individual members are helped to achieve.” (Crech, 1962:454).
Menurut (Lubis dan Huseini, 1987:55), terdapat tiga pendekatan utama dalam pengukuran efektivitas, yaitu:
- Pendekatan sumber (resource approach). Pendekatan ini menilai efektivitas dari sisi input, dengan menitikberatkan pada keberhasilan organisasi dalam memperoleh sumber daya, baik fisik maupun non fisik, sesuai dengan kebutuhan organisasi.
- Pendekatan proses (process approach). Pendekatan ini digunakan untuk melihat sejauh mana efektivitas pelaksanaan program, terutama yang berkaitan dengan kegiatan internal organisasi serta mekanisme kerja yang diterapkan.
- Pendekatan sasaran (goals approach). Pendekatan ini berfokus pada output, yakni menilai keberhasilan organisasi berdasarkan ketercapaian hasil sesuai dengan rencana yang telah ditetapkan.
Berdasarkan ketiga pendekatan tersebut, efektivitas dapat dipahami sebagai konsep yang memberikan gambaran mengenai tingkat keberhasilan suatu lembaga dalam mencapai sasarannya. Oleh karena itu, untuk menilai ketercapaian tujuan dalam suatu program, diperlukan ukuran efektivitas yang berfungsi sebagai alat ukur keberhasilan pelaksanaan program.

Efektivitas merupakan konsep multidimensional yang mencerminkan tingkat keberhasilan organisasi atau program dalam mencapai tujuan. Ukurannya dapat ditinjau dari input, proses, maupun output, meliputi hasil yang dicapai, kepuasan yang diperoleh, inovasi yang dihasilkan, serta konsistensi pencapaian tujuan. Dengan demikian, efektivitas menjadi tolok ukur penting yang menunjukkan keterpaduan antara kualitas dan kuantitas hasil dengan tujuan yang telah direncanakan.
